PPL & PRS FOR MUSIC ANNOUNCE PILOT JOINT LICENSING SCHEME IN RESPONSE TO THE GOVERNMENT ANNOUNCEMENT ON MUSIC LICENSING

 

 

Phonographic Performance Limited (PPL) and Performing Rights Society (PRS) for Music have announced  that they intend to develop a pilot joint licensing scheme, in response to the Government’s announcement of changes to the legislation for music licensing.  The two music licensing bodies will develop a scheme working with charity and community groups, including community buildings and village halls.

 

A NEW SIMPLIFIED, JOINT PPL AND PRS LICENSING SYSTEM

 

At present most organisations which are required to have both a PPL and a PRS licence have to negotiate with both organisations separately. They have to complete two lots of forms, possibly based on very different information and to pay two separate fees. As a result of the Government’s consultation PPL and PRS have agreed to operate a simplified, joint licensing system with one contact.

 

The joint fee is proposed as a flat rate of £81 per annum. For halls paying a PRS tariff of the minimum of £40 this is a 100% increase.  For some halls paying a significant amount to PRS, £81 for 2 licences will be a bargain.  We need hall committee’s views and suggestions, i.e. is the proposed fee acceptable or should we be pressing for a sliding scale based on income. Bear in mind that the latter system would require an annual return of income.
